Bottom line first. A single unconfirmed Indonesian nickel-quota rumour sent SHFE nickel from 132,650 yuan/t on 4 August to 128,230 yuan/t on 6 August and dragged the stainless benchmark through the same roller coaster. If you buy 304 coils or sheets, do not bet on direction. Shorten offer validity and lock in a clear nickel-adjustment clause.
What happened
The first week of August did not move stainless on demand. It moved on a few sentences from Indonesia’s energy ministry.
On 3 August, Minister Bahlil Lahadalia said the government would apply a “measured relaxation” to RKAB, the annual work-and-budget quota that governs how much nickel laterite miners can produce. Companies that pay higher royalties, he added, would get priority. The market first read that as tightening. SHFE nickel jumped to 132,650 yuan/t on 4 August.
Two days later the wind reversed. Reports claimed that PT Weda Bay Nickel — Indonesia’s largest nickel-ore supplier, with Tsingshan holding 51.2%, Eramet 37.8% and Antam 10% — had received an extra 25 million wet tonnes for the second half. That was a huge number: WBN’s initial 2026 quota was only 12 million wet tonnes, exhausted by May, after which the mine went into care and maintenance. If the 25 million tonnes were real, WBN’s full-year quota would recover to 37 million wet tonnes. SHFE nickel fell to 128,230 yuan/t on 6 August.
Then, the same day, two senior officials walked the story back. Director General Tri Winarno told Bloomberg that no RKAB revision had been approved. Minister Bahlil, cornered by reporters at the presidential palace, said bluntly: “Not yet, not yet.” APNI confirmed it had received no formal notification.
One policy thread, no official document, and the market repriced the same fact twice in four sessions, in opposite directions.

What it means for buyers
First, the cost anchor is shifting from “ore shortage” to “quota uncertainty.” For much of the past year the 304 cost story was simple: Indonesia does not have enough ore, NPI stays expensive, 304 has a floor. That story is now in question. APNI’s own number shows H1 consumption at 46.2% of the annual quota — the base quota is not actually tight. The real variable is when, and under what rules, ESDM releases supplementary quotas. The application window closed on 31 July; approvals are still pending. That vacuum is the volatility source.
Second, physical spot is stronger than the futures screen. The most important move this week was not the futures swing but the inventory drop. Combined social stocks in Wuxi and Foshan fell to 915,300 tonnes, down 1.65% week on week. That is unusual for the summer lull. At the same time, 304 cold-rolled mill margins are only 1.7%, so mills cannot cut prices easily. Futures dipped to 14,375; spot held at 14,800. Quote off spot, not off the screen.
Third, 2027 already has a second shoe hanging. Indonesia’s Finance Ministry decision 32/MK/BC/2026 puts ferronickel exports under mandatory inspection permits and, from 1 January 2027, limits them to state-owned exporters. The single-window export policy for strategic commodities takes effect on 1 September 2026. That tightens the channel through which Indonesian NPI reaches the world. Any 2027 annual contract needs a price-adjustment clause tied to this structural change.
What to do now
- Shorten offer validity from seven days to three to five. A 4,400 yuan/t nickel swing in four days makes a seven-day validity an act of charity.
- Write a nickel-revision trigger into contracts. Use LME nickel 3M or SHFE nickel main, with a ±3% threshold. Avoid “market price” clauses.
- Watch ESDM approvals, not rumours. The only signal that matters is a formal document.
- Do not stockpile 304. Margins are too thin to absorb a real quota release. Keep 30 days’ cover and no more.
- Separate 300-series and 400-series decisions. Ferrochrome is weakening; 430 follows a completely different cost curve.
- Push European customers on quota timing. China’s annual flat-product quota into the EU is under 50,000 tonnes. Customs clearance in the first two weeks of each quarter is the only safe window.
