EU Steel Safeguard Mid-Year Review: Country Quotas Lock In, Flat Product Access Shifts

EU steel safeguard 2026 chart showing country quotas and tariff changes for stainless flat products

The takeaway first

Starting 2026-07-01, the EU’s new steel trade regime got tighter. Out-of-quota tariffs doubled from 25% to 50%. China’s country quota for cold-rolled stainless is just 40,431 tonnes a year; for hot-rolled, only 9,515 tonnes.

So what? If you still ship direct to Europe, clear customs in the first two weeks of every quarter — that’s when the quota is open. And if you sell into South America or Eastern Europe, watch for cheap Asian metal displaced from the EU flooding your home market.

What happened

On 2026-06-29, the European Commission published Implementing Regulation (EU) 2026/1457, locking in the country-quota list. The companion mechanism, Regulation (EU) 2026/1384, took effect July 1 and replaces the 2019 safeguards. Three shifts matter:

  1. Total quota cut by about 47% — 26 product categories, annual tariff-rate quota (TRQ) of 18,345,922 tonnes, run first-come-first-served and managed quarterly.
  2. Out-of-quota tariff raised from 25% to 50%.
  3. A “Melted and Poured” origin rule: simple processing in a third country no longer changes the country of origin.

Global stainless quotas (SMM, 2026-08): cold-rolled strip 496,342 t, hot-rolled strip 153,186 t, hot-rolled plate 17,025 t, bar & light sections 133,595 t, wire rod 40,462 t, seamless pipe 32,967 t — stainless total about 873,577 t.

China’s country quotas (cssc.org.cn / SMM / metal.com, 2026-08, cross-checked against prior records):

ProductEU categoryChina annual quota
Hot-rolled coilCat 89,515 t
Cold-rolled coilCat 940,431 t
Bar & light sectionsCat 143,585 t

Meanwhile CBAM (Carbon Border Adjustment Mechanism) entered real compliance on January 1, 2026. Per SMM’s mid-year review, 304 cold-rolled carries about 80 EUR/tonne of extra carbon cost; a high-carbon route may trigger a default charge above 140 EUR/tonne. EU CIF 304 cold-rolled coil is already quoted at 2550–2740 EUR/tonne, and some mills are aiming for the 2900 EUR/tonne upper bound by the end of Q3.

What it means for buyers

This is not a demand-driven price rise. The door narrowed by policy, so traders pre-stocked before July 1 and local mills held prices up. End-use consumption is still soft.

For a flat-product exporter like Charlie, two direct hits:

  • The direct channel narrows. If you already ship cold-rolled or hot-rolled direct to Europe, China’s country quota — cold-rolled just over 40k tonnes, hot-rolled under 10k — won’t feed a handful of big customers for the full year. Use it up and the 50% tariff kicks in.
  • Indirect competition intensifies. Asian material locked out of the EU (China, Taiwan, Korea, Indonesia) will redirect to South America, Eastern Europe, the Middle East and Southeast Asia. Charlie’s core markets could get squeezed on price.

Impact by product and region

ProductEU constraintImpact on Charlie
304/316 cold-rolled (Cat 9)China annual quota 40,431 tShip direct in first two weeks of quarter; high transshipment-compliance risk
304/316 hot-rolled (Cat 8)China annual quota 9,515 tSame, but tighter
430/409 (400-series flat)Under Cat 8/9Same quota, but chrome costs are easing (see nickel piece)

By region: Europe (directly capped); South America / Eastern Europe (Charlie’s home turf, pressured by displaced Asian supply); Southeast Asia / Middle East (same dynamic).

What to do now

  1. EU direct orders: Get them cleared in the first two weeks of each quarter to grab China’s country quota. If you can’t calculate the occupancy, check before you ship.
  2. Beware “third-country transit”: Under the EU’s Melted and Poured rule, simple transit does not change origin and is non-compliant — don’t advise customers down that path.
  3. Leave room in South America / Eastern Europe quotes: Expect low-priced inflows; don’t price yourself out of the market.
  4. Use the 430/409 chrome-cost edge: 400-series feedstock (ferrochrome) is weakening — push it as a cost hedge against expensive 304.
  5. Track the Aug–Sep Indonesia RKAB supplementary quota result: It sets nickel-chrome cost direction and indirectly moves flat-product pricing (next piece).
